When an organization slides into Bureacracy, its continued decline is almost always unstoppable.

Eventually, it will enter into a stage called Death Rattle, during which it has lost all power of self-diagniosis, and is, in fact, slowly dying.

An organization at this stage needs an outside intervention (a dramatic one - like a buyout), if it is to have any hope of recovery.
